The SLCA Board of Directors is committed to transparent governance and is providing the following update to our members and the public as to changes in condition to our lake infrastructure and finances between June 1, 2014 and September 30, 2014.
Spillway Condition:
The 2013 Annual Inspection Report recommended specific repairs and maintenance to our spillway in 2014. Consequently, community volunteers donated approximately 100+ hours of volunteer labor hours and accomplished the following:
- Power washed, cleaned and caulked cracks in concrete,
- Removed vegetation,
- Repaired holes in the concrete,
- Repaired the concrete face of the spillway.
Earthened dam:
The 2013 Annual Inspection Report recommended specific repairs and maintenance to our earthen dam in 2014. We owe special thanks to Brad Ellenberger and Tom Imblum (members of the SLCA Board of Directors) for a truly heroic donation of time and talent to help the community realize the following:
- Obtained fill and created an access point off Silver Lake Road down behind the earthen dam for access by trucks and other equipment,
- Removed vegetation behind the dam, including trees that had grown in the toe of the dam, and removed all logs,
- Removed the abandoned silt pump from the earthen dam,
- Obtained clay,
- Removed the rock face of the earthened dam nearest Silver Lake Road and put clay in the lakeside of the earthened dam to remediate the leak in the dam reported in the 2013 annual inspection. The rate of seepage has significantly decreased with a full pool.
Bennetts Run:
Our lake is fed by Bennetts Run. This feeder stream must be maintained 2x annually to remove brush, vegetation, and dumped items that impede the water flow. Additionally there is a diversion dam off Space Highway that is in poor condition and requires frequent maintenance. It was, in fact, the SLCA’s request to the Pennsylvania Department of Environmental Protection for permission to make permanent repairs to this diversion dam that precipitated the DEP inspection in the summer of 2013.
Scott Quigley, Ray Coffey and a small group of volunteers have worked over several weekends to perform stream and diversion dam maintenance. Please make sure you express your thanks to Scott when you next see him. 90% of the water flow to the lake from Bennetts Run has been restored to the lake. The area between Siddonsburg Road and the entrance of Bennetts Run to Silver lake between Marie and Cardinal Lanes remains to be cleaned up.
DEP Compliance:
A PE from ARM Group will perform our annual inspection the week of October 27. Fortunately, we will have the same inspector as in 2013, so a good assessment of year over year improvements will be made. The SLCA board expects the inspection report prior to December 31, and will make the necessary filings with the DEP.
Finances:
Participation in dues payments by SLCA members is at a 15 year high. Thank you.
